Turkey Was Tagged as the Lowest Bidder by DND and BAC

Bids and Awards Committee (BAC) was presided by retired general Assistant Secretary Ernesto Boac which declared Aselsan A.S, Turkey as the lowest bidder for Night Fighting System Deal. The company was specifically dealing in electronic warfare gear.

Aselsan, Turkey was represented by Murat Unluturk, the owner of Defense Marketing Consultancy (DMC). It’s local partner is System Nomics Philippines, Inc. which was led by Alan Mendoza.

United States-based Armasight Enterprises bid Php 300 million more than what was offered by Aselsan , Turkey which is only Php 700 million.

Aselsan, Turkey was initiated a background check an shows no extensive experience in manufacturing night vision products, since its expertise is producing military electronics and munition systems including radar, which means the firm has to acquire the important components, most especially the lens, from a different manufacturer as the Philippine Army wants a United States-made lens.

Bidding was comprised of three devices namely Night Vision Monocular (NVM), Infrared Aiming Device (IRAD), and the Laser Zeroing Device (LZD) specifically used for better vision and target aiming in night time.

Army wants the lens of the monocular to be US-made and it should be a “third-generation” lens.

Turkey bidder questioned the demand of the AFP in the bidding proceedings of Bids and Awards Committee when the specs of the procurement dictated that the critical part should be US-made.
